Terms of Service

Last updated: October 7, 2026

In short

Wiss Proxy sells access to proxy resources and tries to know as little about you as possible. We believe privacy matters, so we only collect what the service can't run without.

Below are the terms we work on. They are written in plain language, but this is a full public offer. "We" and "the Service" mean Wiss Proxy. "You" and "the User" mean anyone who uses the Service.

  • Registering, placing an order or doing anything else in the bot or on the website means you unconditionally accept these terms in their current version.
  • If you disagree with any part of the terms, stop using the Service immediately.
  • Not reading the terms, or reading them your own way, does not release you from them.
  • You confirm that you have full legal capacity, are old enough to enter into this kind of agreement under the law that applies to you, and are responsible for complying with the laws of your own jurisdiction.

What we do

We are a reseller. The proxy resources are actually provided and technically maintained by third parties: data centers, carriers, IP pool owners and others ("Providers"). We work between you and them.

Through us you can order access to proxy resources (IP addresses, servers, traffic), including:

  • datacenter proxies;
  • residential and premium residential proxies;
  • mobile proxies;
  • other proxy products shown in the Service interface.

The list of available countries, locations and pools is set by us and the Providers. It can change without prior notice.

What we don't do

  • We are not a telecom operator and do not provide or supply internet access.
  • We don't provide hosting and don't configure your software (browsers, automation tools, bots and the like).
  • We don't moderate the traffic that goes through the proxies issued to you.
  • We don't guarantee access to any specific site or service, anonymity or untraceability of traffic, passing moderation or anti‑fraud systems, or any particular result.

Providers set their own rules and may block IP addresses, subnets, accounts and traffic on their own when they detect violations.

Lawful use only

The Service and the proxy resources are not intended for bypassing restrictions and blocks that apply in the Russian Federation and were imposed by Roskomnadzor or other authorized bodies. Proxy resources are provided for lawful purposes only: testing and monitoring your own resources, connection redundancy, legal analytics and automation within the law.

What's not allowed

Privacy does not cancel the rules. Proxy resources bought through us must not be used for:

  • any unlawful activity, including fraud, phishing, spreading malware, unauthorized access to information systems (hacking, brute force and the like), taking part in DDoS attacks, spam and mass mailings;
  • hosting, distributing or promoting material that sexualizes minors in any form (CSAM, CP);
  • distributing terrorist or extremist material, or any calls to violence;
  • distributing information about narcotic, psychotropic and similar substances, including selling and advertising them;
  • infringing copyright, related rights or other third‑party rights;
  • bypassing technical protection, anti‑fraud and anti‑spam systems, limits, captchas and other protection mechanisms set by the owners of sites, services and apps.

It is also prohibited to:

  • use the Service and proxy resources to bypass restrictions and blocks in force in the Russian Federation, including access restrictions imposed by Roskomnadzor or other government bodies, and technical access restrictions implemented by carriers and resource owners;
  • use proxy resources to evade international sanctions, export control restrictions and other restrictive measures, where such use may violate applicable law;
  • bypass the Service's own technical protection, abuse the warranty system by automated means, or put excessive load on our infrastructure.

Blocked destinations

Through our proxy resources you may not access:

  • sites in the .edu, .gov and .mil domain zones;
  • sites of banks and other financial organizations, including payment systems, their user accounts, payment gateways and APIs.

These resources are blocked on the Providers' side. Access to them is neither provided nor guaranteed, whatever the purpose. Attempts to get around the block count as a violation of this section, with the consequences described in "Suspension and refusal of service".

Blocked ports

Connections through our proxy resources to ports 22, 25, 465, 587, 2525, 5060 and 5061 are blocked and not provided. The Providers set this restriction to counter spam, brute force and telephony abuse. It is not lifted on request.

Not being able to work with the destinations and ports listed above is not a defect of the service. It gives no right to a refund, warranty replacement or compensation.

We or the Providers may extend these lists unilaterally. The current version is published in the Service interface.

Suspension and refusal of service

If we or the Providers detect a violation from "What's not allowed", we and the Providers may, without prior notice:

  • suspend or terminate proxy access;
  • disable one or more issued proxies, IP addresses or subnets;
  • block your account in the Service;
  • cancel the unused balance and remaining traffic without a refund.

We may refuse service in whole or in part at our own discretion and without giving reasons. This happens when, on the overall picture, we consider serving a user undesirable, risky or contrary to Provider policy, payment provider requirements or our business reputation. We are not obliged to disclose the grounds, except where mandatory law requires it.

The final decision on blocking IP addresses, subnets and accounts, limiting traffic or closing pools is made by the Providers under their internal rules. We have no authority to review such decisions and are not responsible for them.

The consequences of blocking, disabling or suspending proxy access, or of blocking the balance, are not compensated by us if these measures were taken because of a violation of this Agreement or the law.

Your responsibility

You are fully responsible for how you use the proxy resources you bought and for any traffic generated through the IP addresses issued to you.

  • Keep evidence of legitimate use of the proxy resources. In a dispute we may ask for it.
  • Stop any violation of this Agreement at the first request from us, the Providers or authorized bodies.
  • Keep track of changes in the law and in the rules of the services you access through the proxies, and follow them.
  • You are responsible for the consequences of giving third parties your access: to the account, to the bot, and to the parameters and credentials of your proxies.
  • If we or third parties suffer losses because you violated this Agreement, you compensate them. This includes court costs, legal fees, complaint handling and preparing responses to official requests.

Providers

Infrastructure‑level maintenance, abuse control and the blocking of IP addresses, subnets and accounts are handled directly by the Providers under their internal rules (Terms of Service, Acceptable Use Policy, Abuse Policy and similar).

We don't interfere in the Providers' moderation and decision‑making, don't dispute their decisions and are not responsible for the consequences.

The consequences of Provider decisions, including losing the ability to use proxies issued earlier, are not compensated by us, except where the warranty of your plan directly says otherwise.

Promotional and informational messages

By starting to use the Service, you agree to receive promotional and informational messages from us and our partners in the bot and in related communication channels.

This consent is voluntary, informed and specific under applicable law, including Federal Law No. 38‑FZ of 13.03.2006 "On Advertising" and Federal Law No. 152‑FZ of 27.07.2006 "On Personal Data".

For third‑party advertising we act only as a technical delivery platform. We don't pre‑moderate, check or assess such materials. We are not responsible for their content or for any consequences of receiving them, viewing them or following their links. Claims about the content go directly to the advertisers.

You can withdraw your consent at any time through the mechanism provided in the Service. Receiving promotional materials is an integral part of using the Service, so withdrawing consent may limit functionality or end your access completely.

What we're not responsible for

The Service is provided "as is" and "as available". There are no express or implied warranties of fitness for a particular purpose, uninterrupted operation, a certain level of speed or anonymity, or non‑infringement of third‑party rights.

We are not responsible for:

  • your direct or indirect losses related to using the Service and proxy resources, or to being unable to use them;
  • interruptions, delays, speed drops, routing errors, unstable connections, and blocks by sites, services, payment systems and other third parties;
  • actions and omissions of Providers, hosting providers, carriers, payment providers and other third parties;
  • the content and accuracy of the traffic you generate;
  • the consequences of your Telegram account being compromised or of you passing your access to third parties.

We don't guarantee uninterrupted operation and may carry out maintenance. When possible, we announce it in advance through our official channels.

Changes and termination

We may change this Agreement unilaterally at any time and without individual notice. A new version takes effect when it is published in the Service interface.

If you keep using the Service after publication, you unconditionally accept the new version. Keeping track of the current version is your responsibility.

We may at any time suspend or permanently stop serving a specific user without any compensation, if there are grounds for it under this Agreement.

If the Service as a whole stops operating because of force majeure, actions of third parties, regulatory changes or a decision of the Service's management, no obligation to compensate users' losses arises.

Governing law and disputes

This Agreement is interpreted and applied under the law of the Russian Federation. Disputes arising from or in connection with it are heard by the courts at the location of the Service, unless mandatory law provides otherwise.

  • If a court finds any provision invalid, the rest remain in full force.
  • This Agreement is the entire agreement between you and the Service on its subject and replaces all earlier oral and written arrangements.
  • Section headings are for convenience and do not affect interpretation.

Contact

The main channel for contact and technical support is the official Telegram support bot @WissSupportBot. The backup channel is the email address shown in the bot interface.

We may restrict access to support in case of abusive behavior, flooding, spam or other misuse. The administration decides how long the restriction lasts.
